I suggested in an earlier thread that maps which have made it to the spotlight should have some little tag on them that says they were once in the spotlight. It's like winning an award, IMO, and they should be able have those bragging rights.
I think a filtering option would be the best thing. If a map has 20 reviews that say "OMG THIS BLOWS" and a rating if 2, then it's a safe bet it's not very good. Allow the browser to only show maps that have gotten a certain rating, I say.
As for the maps that've yet to be rated, I guess you could have the DLDB keeper that approved it give the first rating, so it at least has one.
Also, map quality is a personal judgement. If ONE person doesn't like a map, then that doesn't mean it's a bad game. If MANY people don't like it, then just about everyone can agree it's no good. Quality control would mean more work, which in turn would mean more DLDB keepers. To save time, perhaps the DLDB keepers could put maps they aren't sure about in a certain category and have a new member group of secondary testers that have to give it a thumbs up in order for it to stay.
I'm not even sure what the current minimum standards are for map approval. Doesn't it have to be at least functional and not be overly obscene?
