Steel look background tutorial. (mine)
step 1:
New document. i did sizes: width 400 height 130. fill background with appropriate colour. (i used black.)
step 2:
now select the rough round bristle brush. draw random lines anywhere, but try to almost cover the entire area. i did this.

step 3:
go to: Filter>Render>Lighting Effects.
select the following options:
Light type: Whatever you feel. (i chose Spotlight usually.)
On (ticked)
Intensity: 28 (you will have to keep it around there, coz to much more and its to bright, and to much less and its black.)
Gloss: 32
Material: 100 (full to metalic side)
Exposure: 0
Ambience: 8
Texture channel: ANYTHING Except none!! (i use blue)
White is high: UNCHECKED!
Height: 50
(with both colour selections white..)
now press ok.
you should end up with something like this:

step4:
Change the hue and saturation to desired colour. (Image>Adjustments>Hue/Saturation)
Step 5:
Add text and renders..

o well feel free to fiddle around with some of the options, i know that changing colour selections, height, exposure, White is high and material can definately make it look good if done properly...
