Okay, Here's the idea...
When you send a PM to some body, And they read it, And the person that sent it to them can see when they read it, And what time of the day they read it.
There is really not much point.
Also when they read it they will probably reply. They won'y read it then later reply.
You sound like a government agent. Do you also want to know what he was wearing at the time? What he was listening to?
No, I could see why this is a good idea. Lets say you send a PM to someone such as Yoshi. You might not know if he read it or not, unless this system is put into place.
There is already a PM feature that tells you if they read the PM or not.
You don't need to nkow the time when they read it, if they didn't reply to you right after they read it, they probably had nothing good to say.

When you are making a new PM at the bottom of the page you can see two checkmark boxes.
One will ask you to create a copy of the message in your folder.
The other will ask to track the message.
Click the second box.
Then in your PM page, at the left hand menu you will see a link labeled Message Tracker, click it and you will see all your messages that you wanted to be tracked.
But what if soem is to lazy to do all that, And they can just go to 'sent' and look under the message, And it will say if or not it was recieved...If they did recieve it, It would say the time...
If you're too lazy to click a checkbox, then its not my problem.
You should reevaluate your life if clicking one checkbox takes up too much energy.
