Installation Terrain is not buildable, thats why it isn't used in Melee.

If you look at the master palette in Starforge, it's any substructure tile with only one tile in that row.

I though you disabled view for all human players, and put computer map revealers over where you would like to build. Then have the humans vision the computer. This way they can buildin on any terrain cause they have never really been there, but the computer sees it for them. you can also stack i believe i might be wrong though.
