Is that a user's karma level? If so, what units is it in? And how do I give people karma?

Ooch. The karma system was deleted. Ignore that for now.
The higher your green bar is, the more youve posted. So if u r a very old member who posts alot of non-spam things, ur bar will go up.
Your bar doesnt go up for things with the mineral sign crossed out. Such as ANYTHING GOES(GARBAGE)
