No, it probably just sets aside the number to non-use after deletion, this way it won't have to push back EVERY member and screw everything up.

When a user gets deleted, the number isn't resigned to the next person to register. It's just how mysql deals with an auto incremient column...
And it's a good thing because it will mess with table syncs.
Your ID means X people literally signed up before you... it doesn't mean they are still around.
