As long as it will be called "Terrain" it will be called "Terrain". Or in other words, 'Terrain' is the name Blizzard gave to the worldly portion of the map so we use that.

Just like why we call it "MAP" making assistance and not "GAME" making assistance.

The problem is that not all pieces have sprites or units, and not all fit the definition of scenery. The brush sets are certainly for making scenery, but are not scenery themselves. And, you forget that you're using the starcraft definition of terrain, tile pieces. True terrain, essentially any land mass, does not include the installation tileset, and the various mechanical doodads. Renaming it scenery would mean diving the forum into subforums as well, which, of course, is a waste of time. Besides, terrain sounds betetr and is more recognizable to those only introduced with Staredit.
