It's definately not as good as the previous one 
I think that might be showing a Mod, instead of just normal Terrain/Campaign stuff (Hence the Marine that looks like he's holding an Energy Sword from Halo 2).

The tree is in the horrible, horrible grass. Why not add protoss and put Covenent elites or grunts or them, and the human vehicles and the flood too?

I think it is very creative. It's better then regular old banners that everyone else has. Plus, those were a mod and terrain that SEN members made. I like it

I'd prefer having that nice FIRST Waterfall, and maybe something else from the Terrain Hall of Fame. I dunno, the banner now just doesn't have as much of a 'StarEdit' feel to it like the others did.
