i saw the news post about the MOD team and was reading, and thought it would be a fun thing to join, "but," i thought, " i cant program for shit..." so i kept reading and saw the graphics thing, and i thought, "oh yeh, ive got photoshop, i could do that," but then i realized theres no way i could make a 3d image of something in photoshop (emphasis on the word 'i') so i kept reading and it said you had to be skilled in using CAD.
At the time i just assumed it would be another program like C4D or something..
so i went on to google, and searched CAD, and what is CAD, but all it told me was Computer Aided Design. so i kept looking and i found some download links and stuff.
so, what i want to know is, "is CAD a program or a group of programs?"

CAD is mostly used in a engineering type setting, CAD programs are used to create artictural plans, render them in 3D etc.
o ok. so when DT_battle said how good we are with CAD he ment making 3d guys with any computer based program for drawing??
dunno, i think he means use of programs such as 3DsMax, which are 3d moddling programs for more artistic purposes, not nessarily CAD in the mainstream sence

Yeah they are 3d probrams. Like the one I have you can make 3D shapes and stuff.

in fact i just burned all my work onto a cd and i brought it home... but somehow it shitted up and it only burned one thing..

Tahts what I have is an architecture program thingy.
3ds max is for 3d modelling, not CAD. Programs like Solidworks and Autodesk Inventor are CAD programs, and they do model things in 3d, but is more suited to doing things like blueprints and diagrams for engineering. They are fine for 3d modelling, but not 3d rendering, since their capability in the regard is really really limited.
Personally, one technique I've seen is to have guys develop models from engineering diagrams using CAD, because it's easier using CAD to model from blueprints (well, it is for me anyways), and then export the model to a format usable by the 3d modelling program in question.
However, if you want to learn "real" 3d modelling, get 3ds max, Lightwave, Rhino, or one of the many, many programs floating around. I personally use 3ds max back in the olden days of version 4, but I've never been good at it. Only a few basics in texturing and modelling. Never actually figured out how to spline model, mainly because a) I suck and b) I never spent too much time on it. I've probably forgotten all the techniques I've learnt anyways...I'm kinda a CAD guy now.

Well, yes and no. They would probably be using 3d programs of some sort, and 3ds max is one of the most popular ones. But there is a slight problem of a big learning curve you'll have to go through to learn how to use it first. Much less modeling effectively and rendering it to use as sprites.
