This is quite simple (to make the seige tank have energy):
1. Go into the "Special Abilities Settings" (Ctrl+Shft+A)
2. Go to "Terran Technologies", "Seige Mode", and then change the box that says energy to whatever number you want.
You're done. The engery can only be displayed on seige tanks in
tank mode,
not in
seige mode. These seige tanks can be preplaced or created by a trigger.
I dont know how you mean by "they cant be unseiged". Do you mean you cant click the tank anymore (given to another player) -or- there is litterally no button to unseige -or- there is energy needed to unseige the tank (because I cant get that energy in seige mode)?
ADDITION:
Oh! I know how its done (now that I've played it). The catapult is the normal tank, and the player which controls it doesn't have seige tank ability researched. The battering ram is the hero seige tank, and ALL heros have the special ability for them researched no matter what (unless you say "disable ability" for that player). The energy thing is easy, I just showed you. Also, if you're wondering about the battering ram dying when you try to seige it, its a simple trigger:
