Don't touch the .cab file. Ever.
Run setup.exe from within the zip file, or extract the three files in the zip to a common location and run setup.exe from there.
When you run Starforge.exe from the proper location (start->programs->starcraft or c:\program files\starforge) it will probably ask you to find data files again. Look in c:\program files\starforge\data and pick one from there.

Somthing like this happend to me B4, All the files are there you just have to find them. Just do what Heimdal said and you will be fine. He knows the program quite well :P.
