Yes. You can completley alter the way SC is. In my opinion, I would just rather go and buy a new game! 
But, yes, it would take a very long time. You have to change animation, graphics, scripts, data (weapons, armor, upgrades) etc... But, if anyone wants too. I'd love too play it!

No, you cannot reasonably make Starcraft "a new game". Too much Starcraft-specific stuff is hardcoded, it would tske years of ASM and you couldn't even do all of it. It would be much faster to write your "new game" from scratch.

But you can make special map to play whit your mod, you can make a campagne of X map and make it right whit the mod. Just an idea
Ex : You make a map you start whit a command center and starport and make your first fighting unit (marine whit out mod at terran) teh wraith whit an other name whit flam thrower for ground atack and goliath's missile for air...ect...
