Can deaths of a unit be counted on P9-12 players? like P10 suffers at least 1 marine or w/e?

P9-12 will never kill anything.. they usually don't even move.

A test map of mine in another thread reveals that P9–P12 deaths cannot be set with triggers, even if they have start locations and are active players.

I do not know about whether the counter would increase if one of their units is killed. Perhaps I'll test it sometime.

hmm, how about resources?

Basicly, I need a counter that doesnt depend on Players 1-8 being in the game, whether they are or not...

Did you even play that test map? All they need is a start location. The P1–P8 don't actually have to be present for their death counters to work. You could use that. As long as you go with an unkillable unit, such as "Data Disc".
