I use paint shop pro 9, it's really better than paint. But it"s not ez to use...

The sole reason I don't make mods: I SUCK (seriously) at art.
If you every seriously get into this though, you need a 3D modelling program that can generate the frames for you. They cost quite a lot though.

If you're looking for a good 3D moddling porgram, Milkshape 3D works well, and it's only $20 to register. I use it and it's done well for me in pretty much everything.
