I'm sure you already know this, but the server seems to go down for some amount of time nearly every day, or multiple times a day. This problem seems to be worsening, especially in the past several weeks.

And I did bring this issue up, not once but many times before. I gave IP a good host should he need to switch. And I'm sure he still has my $50 (in some form) to spend on hosting or whatever.

Nah... I didn't waste anything.
However... someone recalled their cash with some paypal credit card security function and since I don't sign on paypal everyday and I only had 3 days to reply to it, they 'won' and they got 100% refund...
That didn't bother me, but the fact that paypal charged ME $10 for them claiming it was credit card abuse + the fact I didn't get 100% from them (from paypal service fees), I was rather pissed.

IP, I thought you said your service rep fixed the problem. Last night it looked like there were server problems, and then basically all Hell broke loose.
