Ok,

1) Can you stop a wav in the middle of it playing?

2) How do u cut wavs from certain areas.

Ex: To reduce the size i want to cut it in half, and make it loop better, how would i go about doing this?

1: No. I don't think so, atleast.
2: Sound modifying program. Try GoldWave.

No, try Audacity. It's more user friendly.

Sound recorder. It is windows default so you must have it. You can cut and change quality of wavs so its good enough.

i was gonna say that.

to use it, go to start->run and type "sndrec32" without the quotes. open your wav. then, under the edit menu, you can delete the sound before the current position of the playhead (the box that moves when you play your wav) and after it. make sure you save everythin as different file names and don't overwrite incase you mess up.

Obvious answer.
Do what I told you to before.
Get one.
