Is there a way to detect protoss buildings while they are still warping?

Nope, while the building is warping it's not considered a building at all.

No way that I know of to detect a building warp, but, there's a way to detect if a player is building something, but only in limited scenarios.
If the only thing they can use minerals(or gas) for is building, then detect when they use minerals(or gas).

Warping buildings are considered buildins

C: P1, Bring, Atleast, 1, Prottos building

A: Remove? Move? Kill?
Preserve Trigger

And some Hyper triggers would help, note: is not 100% when they still warpin but it may b help

No, they are not considered buildings when warping. My friend and I have tested this specific thing ourselves.

I know those building sprites from terran building being made count as buildings. I use that to my advantage in Multi-Defense.

The building isn't detected as a building until it has compleated warping. However they are kinda of detected for Cyrstalic Cannon triggers.

The way that works is the cannons are the only thing that uses Gas to build. So when you use that gas it means you have just built that building. Then you center a location on the one probe and disable it after a given amount of time.

I don't know if that will help you or not but its some side information for you at least.

i thought they werent considered anything while building...
the easiest way i c0ould see this working is have a player have a custom score as hgh as the ammount of gas/mins for cannons you want them to have. make it so everytime that they build a cannon and run out of resourses, give them as much resource as it takes to build a cannon as long as they still have points in custom score and everytime they get the resources, take away 1 point for custom score. basically make custom score your resources. but if they build/train more than 1 unit type thing, it could have problems.
