It looks to me just like a wallpaper... If I click on it, it just takes me to the putfile upload page.

So it's not a theme; themes are downloaded instalation files. Upon install, these files unzip alot of ICO and XML files into some folder and allow you to change damn near everything about the computer's GUI.
A wallpaper, is a picture that sits there and changes only 1 thing. The desktop image.
