Muahaa! When I did some research on it, I DID find out what it was for!

It used to be some sort of attack (check out it's iscript, it's got domissiledmg commands).

Right now, its good for adding a new unit/weapon, because it's got an iscript entry.

It was used to code the Firebat's weapon accurately. Blizzard invisibilised it using sprites.dat before normal people began to play it, but initial iscript coders would have needed that circle to be able to accurately create its attack to match the timings and ranges of its flame graphic.

If you uninvisibilise the graphic using sprites.dat you'll see that the Firebat's iscript has its white damage circles appearing perfectly in time with the Firebat's flame. The white circle is attached to any weapon that uses the "No graphics" flingy, but I can't think of any that actually make it display apart from the Firebat.
