In hitman2, if you run while you are dressed like a different person, guard will get suspicious and follow you.

Yup, that's what computer players do, alright, unless if you're constantly allied.

A.I. doesn't do any other action than trembling or running away. You probably have seen many AI running away if his health is very low.
Units without attacks that can damage the enemy automatically run away. UED conditions can detect low health directly, but only for preplaced units.

If A.I. sees you doing some action then he will react accordingly. For example, in hitman2, if you drag the dead person's body then guard will be alerted and start to shooting at you.
If you're in targetting range of an enemy unit, he'll definitely start attacking you.

A.I. doesn't see player's action directly, but hears unusual sounds and react accordingly. In hitman2, if you choke somebody with assassin wire just behind the door, then it will alerts guard. Because guard have heard someone dying..
