im not quite sure yet how to get blue unit outline instead of the green unit, i tried doing it with sf but it doesnt seem to work.

It only works with certain units and tilesets. You have to experiment using different values, units, and tilesets.

No, the HP it's at has to be higher than it's max HP.

The number in the HP2 box is one byte and whether it is 3 or 100 or 236, it has no effect on the wireframe. The only difference is if the box is zero, the hp is normal. If the box is any other value other than 0, than the hp will be one more than the max over the max. If you set HP2 to 15 and HP to 3, the unit's HP will be 4/3, NOT 15/3 and NOT 18/3.
