k when ever I want to de compile a unit's data or w.e this java sign comes up and says
icedc: error: loading config files failed: could not open C:\IceCC\data\arr\units.dat

That's a normal problem. Just put the program in the C:\IceCC directory and you'll be fine. For the hardcoding reason, IceCC don't like any other dir to work from....just bear with it.
