Welcome to SEN, Wetnose.

StarEdit, the editor that comes with retail SC and BW, only lets you preplace units of the same race as the player selected. If you have set the players to "user selectable", then it doesn't know what tree to give you, so it doesn't let you preplace anything except for start locations and a few others units common to all races.

To get around this, choose a race for the players, or use an editor other than staredit to preplace the units you want: SC Xtra Editor, SCMDraft 2, or StarForge.

The readme of Xtra Editor says:
[codebox]There are currently five Editions (Modes):

CLASSIC-MODE:
Standard version (All scripts, standard unit-setting, buildings everywhere (Standard Emerald))
- Buildings can be placed totally independent from terrain.

P12-MODE:
For the neutral player 12 (Ale scripts, all units for player 1-8, building placing like in StarEdit).
All units are given to player 12 when starting this mode, so this mode should be used at the start of a project
to avoid annoing corrections with another mode later.

BASE-MODE:
For the fundamental map designing (StarEdit building placing, everything for player 1-8, also critters)

ALTERNATIVE-MODE:
An alternative to the Classic Mode (Addons are independend and placable everywhere)
(Critters for player 1-8, the most other things are like the Classic Mode)

SPECIAL-MODE:
Good for RPGs and special projects: Every unit/building requires just one point on the map,
so e.g. buildings could be placed in another and above each other.
(Addons and critters are not neutral, the Addons must be placed like buildings in StarEdit.)
This mode should - if necessesary - used at the end of project to make it perferct.
(This mode is only availible in the Professional Edition of the SCXE!)

ALL MODES contain 255 upgrade levels and advanced dialogs.[/codebox]

For most practical purposes, each mode is almost identical - they all let you place units from all races, let you use 'Xtra' units like zerg eggs or vespene tanks, let you set the upgrade limit up to 255, contain the 'hidden' AI scripts, and so on. You use X-tra editor in any mode just like you use Staredit - it just gives you more options. The "Special Mode" reduces the size of units and buildings to "just one point", which allows buildings or mineral patches to overlap. You can't place buildings exactly on top of one another though.

StarForge and SCMDraft 2 both have all the capabilities of SCXE and more, and also allow "perfect" stacking (overlapping) of minerals and buildings, unlike Xtra editor. Both have text-based trigger editing, unlike Staredit. It's worth your while to become familiar with how to use them.

Many people still prefer SCXE because it's practically the same as StarEdit, especially in the way you write triggers - SCMDraft2 has recently added a 'classic trigedit' plugin that allows you to write triggers Staredit-style.

Hope that helps.

if your missing player 1-4, then just reinstall your map editor and read the guidlines this time.

its probably the race, probably set it to user-selectable, we all make mistakes

If you are in the normal StarEdit then you could always try using the X-tra Editor. I never had a problem using that but once again like everyone else said is to check if each player is setup correctly defining which race each player is.
