Thats pretty cool but what are its practical purposes? a background maybe? it would look nice as a background could you give the filter steps X)

If you wanted a step-by-step here it is...
**note im using photoshop elements 2 so some things might be different**

Render>CLouds
Render>Difference Clouds until you find something that looks good
Sharpen>Sharpen 3x
Render>Lighting Effects Settings - Light Type Omni Intensity 32 Focus 63 Gloss 0 Material 100 Exposure 24 Ambience 6 Make the circle somewhat large, but keep it a little bit away from the edges
Stylize>Wind From Right
Rotate Image 90° CW
Stylize>Wind From Right
Rotate Image 90° CW
Stylize>Wind From Right
Rotate Image 90° CW
Stylize>Wind From Right
Rotate Image 90° CW
Sharpen>Sharpen
Blur>Blur
Stylize>Solarize
Duplicate Layer
Layer 1 - Twirl 50
Layer 2 - Twirl -50
Select Both Layers
Blend Mode-DIfference

Awesome, I like the grainy-sketchy characteristic to it. I could see someone layering that over a picture of a person and making their skin all charcoaled...if it was done right. I'd modify the contrast alittle so that the lights are lighter and the darks are darker, but that's mroe of a personal preference

man...i cant find the blend mode on elements...where is it?

Blending modes is in the layers tab, its a pull down menu

As long as both layers are set to visible (the eyeball) they are both selected
