U have to be a bit more specific.

U mean triggers Normal Staredit adds when u first create a map, like ''always add 50 mins'' and ''blabla controles no building = victory''?

well in standard sc all those triggers are standard they are built into the "melee" map setting it looks like you want the main buliding and 4 "miners" in use map setting so basically you will have to physically put the building on the map in order for it to work in use map setting as for triggers what do you want for triggers

It seems like all you want is for the player to get a town hall building and four workers of the appropriate race at the beginning of the game.

Any player with race set to "user selectable" will get a town hall and four workers at their start location when the game starts.

If the player's race is preset (anything other than "user selectable"), then they won't get a town hall and four workers. You have to either preplace the appropriate units or create triggers that will create those units.

You don't need any other editor other than Staredit.

He said he wanted to pre-place bases. If he wanted it to only start with a town hall and 4 workers then it would be EXACTLY like melee, and there would be no reason to make it UMS. The triggers i posted are the triggers used in melee and if you want to pre-place bases then i am fairly confident that you do not want user selectable. But if you do, and you still want pre-placed bases, you have to use starforge or scmdraft or scxe, regular staredit won't let you place units/buildings for user selectable players.
