I think you could have with EUD's but i dont think you can anymore

give them certain amount of mineral maybe and gas
as how much yuo want them to up by..
but them in insane AI also??
maybe they will upgrae on there own that was just and idea some of us had.. but not tested...

tell you the truth if that doesnt work just have 2 spots for comp and have 1 comp not upgrade and other comp upgraded and do it that way.. thast how i always done it

like i want the comp to upgrade when someone goes on a beacon and selects upgrade units.

Don't think there is a way to make the computer upgrade when you go on the beacon. But there is a different way. You can make 2 computer players the same colour and one of them has the upgrade, when you go to the beacon the other computer takes control and/or you start making the units for the upgraded computer.

cmon people think please i rly need it for my map

Ok then it really is 100% impossible.
You'll have to use an alternative to making the computer upgrade, because it will NOT go above 3 no matter what.
