I tried to get on just now and, I can't shout in the shoutbox! What did I do? I didn't do anything to the shout box haven't done anything offensive either!

You're allowed to shout. You aren't on the ban list.
If you're on the ban list, it'd say so.
If you're refering to the box thats gone, I removed it because of interferance with the smilies input. You'll need to go into the shoutbox page and shout there.
