I don't see the point in there but you can not lower them yourself... Although it might let you click on there it doesn't lower it...

No. Once you leave 0% you can never go back. The only chance it might go down is if you somehow do something extremely cool (which, to my knowledge, hasn't happened over five times). Don't worry about your warn level unless you plan on doing something bad again.

I've seen it happen maybe once. Find a major bug at SEN that compromises security and report it instead of abusing it.
