I need unmoving units.... like in the Placement Defense...

You mean by making units unable to be ordered to move? I never played Placement defense so I wouldn't know.

Perhaps they ordered the unit constantly to the same spot (location centered on the unit) so they can't move away?

ya this work, but i need more of 1 units and for this method i need create 1 location for each units...(a lot of location for each unit)

Constantly move them (teleport) to a place where they cannot go to. (Cliff, water, lifted buildings if they are air units).

If you keep moving them they can't attack though... maybe use this trigger so they can't click on the unit:
[center]
players: (players you want this to effect)
Conditions: Always
actions: disable doodad state for (unit) at (big location over map)
enable doodad state for (unit) at (big location over map)
disable doodad state for (unit) at (big location over map)
emable doodad state for (unit) at (big location over map)
disable doodad state for (unit) at (big location over map)
enable doodad state for (unit) at (big location over map)
Preserve trigger.

but do that like a hyper trig.

the air units dont work ... but solved my problemm.....
