Nah its a type of theme song in quake 4 and it comes on when marines come to assist you.

Go to Yahoo Audio and search for this there. You can find almost any sound on there.

Meh, i tried yahoo audio to find it but when you type in "quake 4" you get all these dumb things and none of them are the right one.

Yea, same went for me. I have no idea where else to look but it is a good song. No voice but still.
