Terrin...Lol. I don't mean to sound like a mod, but please post this in terrain, Not in StarForge.
Hmm, I'm going to go open up starforge and see, I actually forget myself
ADDITION:
Ok, Go into starForge, click dropdown button Layer, then go to Terrain. Down where unit lists usually appear there should be a bunch of terrain pictures. Under them is 2 buttons: Pallete and Custom.
Pallete: Displays all the possible terrain spaces placable on that tileset.
Custom: Lets you design your own group of terrain spaces.
So, Hope this is useful.
