For my hyper triggers, which player should i give the triggers to? what conditions do i make? are there any conditions? should i just make them "always"?

Usually, people place at the end of the trigger list, or players that don't have any wait actions. I prefer at the end of the list. The condition would be always, unless for whatever reason you want to change that.

The player that owns them depends on what you want to do.
If you need the trigger to apply to "current player" then everyone needs them. Otherwise effects can be activated from the one player that owns them.

I basically put always as condition.

Players : All players
Conditions : Always
Action : Wait 0 Seconds (Copy 10+ times), Preserve Trigger

Then I copy the whole trigger over about 5 times or so.

I put Always for conditions, all players, and wait 63 times, then preserve.

no, use 62 waits, a preserve trigger, and a comment. copy three times. give it to the player witht he fewest number of triggers. make sure it is at the bottom of the list for that player as well
