right now i have vampire disease so sun light hurts me. i went to the witches house and now im trapped...when i go outside the sun owns me and i cant fast travel from here....but what I wanna know is does time still pass when inside a house?

Yeah, time passes indoors. Wait for night and do the quest for the cure.

idk about in oblivion, but in morrowing you became a vampire by fighting one and then picking up the disease by either looting the body or by just being attacked by a vampire. Assuming that oblivion uses much the same methods as morrowind i would suggets trying this.
