I've followed the Permanently Cloaked Ghost/Wraith tutorial, however there are times when several ghost that are given to the desired player uncloak. I'm trying to figure out why this is happening but I'm continually stumped.

So basically what you are saying is that the wraiths tend to uncloak when they are given away. This is probably due to many different reasons that would require your map to be posted. 
In any case, it should be fine if the units are given to a human player. If given to a computer player, the unit's hp makes the difference. Higher hp tends to react differently compared to lower hp.
