Just personally ask a VB scripter, as I doubt sen has more than 2. Heimdal, and/or Suicidal Insanity.

Very simplified steps:
Use MPQCTL.ocx to extract the map from the MPQ archive.
http://shadowflare.samods.org/dwnload.html#MpqControl
Open the file in binary mode and load it into your program.
Follow these specs to edit the file:

Save the file.
Use MPQCTL.ocx to put the map back into the MPQ archive.
