Because certain mods require those versions for various reasons. (MemGraft, EXE restrictions, etc.)

You can do so by playing on a private server.

You download some file, I forget what's it called. Then you add a server called Games Podolsk to it. Unlike B.net, it doesn't make you update to the latest patch.
