okay, i know how to make units stand still(move to invalid terrain), but how do you make them stay still and burrowed. when i tried this, they would unburrow and stay.
If you have a spare player slot, try giving them to a neutral player or a defeated dummy player. That should stop them from unburrowing.
The only other thing I can think of to prevent computer units unburrowing is to constantly replace them, but that's probably impractical.
absolutely no players left, i've even had to start using p12. and i can't replace the burrowed unit because i'm using HP detection on it

i've heard that hero zerg(ling, hydra,defiler) and drones don't unburrow when attacked. is this true? if so, are there other units like this?
That's not true for drones. I don't know about the heroes. Lurkers don't, (obviously)
Well, technically, if a lurker is being attacked by a unit that it can't attack back or is out of range (ie. siege tanks), it will unburrow.
Create/Preplace a Lurker for a player that has Burrow Enabled (P12 will work)
Then Give that Unit/Units to the player you want it to
the player you want it to must have burrow disabled
Addition :: Even with all players take you could add this one, P9-11 will also work with this.

i need EUD conditions to run on the burrowed units. i heard that EUDs don't work on players above eight. also, players 2 - 8 are computers and computeres can unburrow even with the upgrade disabled.
Why do people like using burrowed Zerg units? Depending on what you're planning to do, the Spider Mine would be a more obedient alternate to burrowed units.
well, i need fourteen different VHP units and i only have 4-5(including spidermine), therefore, so, i really do need to use burrowed units
Er...fourteen different VHP units? Even with burrowed units, you won't have enough to fill out that quota...
well, that statement wasn't entirely accurate, i meant i had 14 unit types that needed VHP
