I want to place a location outside the map so I can prevent certain units from moving. Is there a way to do this without using StarForge? Even if it doesnt mean the same way?

The location dosen't need to be off the map. Just put it on unwalkable ground.

Well you could always make it teleport back to the same spot. make sure you have hypers on. I'm not sure if it will Stay totally still though. It you try to move it it may Move but teleport back i'm not sure.

You'll need to make an area that air units can't move to. A group of lifted buildings would probably work best for that.
It's still possible to move air units when you do that though. If a player were to rapidly order the unit it would move along pixel by pixel.
