ok so if i upgrade 30 times on a unit then give to a computer it wouldnt stay the same right?

My guess it's that the upgrades are for Your infantry so in that case it would be a no. they don't stay the same. however it's just a theory i have which means i'm not sure.

Upgrades change depending on the level of upgrade for the player.

only special abilites are passed on when units are given away/mind controled

It would stay the same if you gave it to a player who also had thirty upgrades. But besides that, no, it would change to what the computer's upgrades were.
