It's not one basic system. There's lots of ways to make it. The basic idea behind it being, Health Points that arent shown by your unit's hp on the bottom, but somewhere else, such as leader board, minerals, gas, or not shown but still recorded in a death counter.
The way I did it in my Raptor map, is that the player has a leader board equal to his HP. Every time he got hit by a bullet or a fireball or something, the leaderboard score goes down. Every time you repair your ship, it goes up. It's pretty simple overall, but like I said, there are lots of ways to do it.
Another way is the infamous Burrowed Units technique. That means whenever you get attacked they enemy attacks the burrowed units instead. The burrowed units follow you around under your guy (he's invincible, unlike his lings) and when he's out of lings, he dies.
The reason Virtual HP is useful is because unlike regular HP, you can add and subtract to it at any time, in contrast to simply setting it to a percentage.
That's about all there is that can be thought. Be creative, and make up your own system. It can really help you out when you can't think of a good way to do your map.
ok but in tux's explaining of it its too make the ling a 1 hit kill so how can u tell if it does more dmg? like lets say a ghost with 100 lings r under and the zealot atks and should do like 16 dmg and only does 1...
what im pretty much trying to say is how does this work withouthaving triggers as attacks

You can make an HP gauge.
EG.
|XXXXXXXXXX| Full X=Counter
| XXXXXXXXX| When 1 VHP Counter is destryed.
| | When all counters gone, kill the unit.
I'll give an example where to use this.
Suppose you make an RPG. You can use minerals as money. Vespene gas can be your VHP Life counter thingymabob. You can make a location follow your primary unit. Everytime an enemy unit moves into the location, you can make your vespene gas drop (vespene gas as VHP Life counter) Once your vespene gas reaches 0, you can make a trigger that removes 1 counter on the bar and make another trigger that resets your vespene gas to the desired number. Adding to this, you can make upgrades that improves your vespene gas amount, and the number of counters you have on the bar.
If you don't understand, I'm sorry. I'm bad at explaining things.

If you have a lot of zerglings burrowed under you they cause bigger lag than a fiew of them. So it is better to have a fiew zerglings under you, and create new ones as old ones get killed.

Here's another good idea. Make it so that whenever an enemy zealot is next to the ghost, the ghost loses 16 lings every 1 second. Makes damage easier to do.

Thats a good way, but the bad side is you need to make a trigger for each unit. And it would be hard to know which actual unit killed the ling.
ok cant i make it that the max ever in the game dmg possible is like 20 so max of 20 lings follow under him or another unit to = 10 units. im just saying is there a way for a normal unit to attack normally at a vhp unit? dmg is 4 it does 4 dmg to vhp unit. no trigger attacks like suggested more up
ADDITION:
ok so sir Shocko has explained it quite well i now got the "low down" of vhp so ya
