I preplace creep tiles on my map via SCM draft2, but zerg cants build on it.

You cant build on creep tiles period. The actual creep area is more of a pylon aura. The tilers there are like sprites, just showing where you can build. You need actual creep from a hatchery or creep colony, or just preplace them.

because the Title of creep is a false creep.. normaly you cant build w/ terran nor toss on it.. but zerg need a creep producer to build on it.. because the creep you build on it is material.. (like the buildings) but the title of creep is only painted

You can still preplace buildings on the map, you just wont be able to build them in game without real creep.
