UT 2008 (I think that's what it'll be called) will most-likely be mod-able. It'll go past what Half-life 2 has gone, but hey, they had four more years.
Still, I think the source engine remains the most flexible, mod-able engine to date. There was some dude online making an RTS with the engine, it was similar in style to classic Command and Conquer games, except it was 3D. You can find it on YouTube, though I'm not sure what it was.. just look for the tag half life 2, or something like that.
Anyway, what I'm trying to get at is that before the dawn of the source engine, only companies attempted to make FPS games, and it was like natural selection from there. The good ones survived, and the crappy ones died.
But now, with the addition of the source engine, a lot of free (and not free) software is being generated, especially FPS games/mods. I'm looking forward to one called 'Incoming Source,' it's a mod, but feels like a separate game (still FPS). A lot of the mods are like that. There will be a lot more third-party FPS games/mods that make the cut, thanks to the source engine. Check out Planet Half Life if you don't believe me.
