create unit?
like replace the unit with something else. or if you need the same guy um order to location will make it unburrow right away.

Try having a centered location over it and like KABOOM said, order it to move to that location after it burrows.

using the order action on burrowed units will cause them to unburrow.

so it goes like:
detect if burrowed
move unit to location(the same one used for burrow detection)

and voila, the unit will unburrow itself

Here is the tutorial on burrow detection:
http://www.staredit.net/index.php?tutorial=236

Basically you move or create a unit at a very small location that is centered on the unit. If the unit is burrowed, the unit you created or moved will be at the location. If the unit isn't burrowed, the unit won't be created or moved at the location. Then you just use the order action to unburrow the unit.
