In order to place more than 1650 units on a map, you should use SCMDraft or StarForge, and set the unit limit to 1700.
Because there cannot be more than 1700 units in-game.
And set the trigger limit to 65535 in StarForge.
There is unlimited trigger usage in StarEdit and SCMDraft.

The trigger limit is normally higher than that anyways. I'm pretty sure we all knew of these things anyways.
