While the member himself didn't swear, the video he posted has lots of swearing (especially f-words) in it. Is there a set rule about what kinds of videos are allowed or not?

Nah, only punish more severly if its obviously done flouting the rules. If they don't know the rules since they're new, give them one chance.

I'm usually more tolerant when links are provided to off site places with warnings attached. If there's no warning or it's really just over the top in terms of allowed content, get rid of it.

Lock the topic only if the deleted link was the whole point that the topic was created, otherwise there might still be other stuff in the topic to talk about.
