Don't think you can have preplaced blind units or any other status effects on units in an editor(with the exception of modding of course). only way is to put the units you want blinded somewhere else and then give them a few seconds later ingame(assuming you don't want the medic to be visible by players).

here's some more info on it...

*To blind a unit at a location, move the unit you want blinded to a place where there is a medic with blind enabled and the medic has enough energy to use blind.
*Computer medics will blind enemy units with 81 hp or higher. Other guides for this trick may say high priority units, but some careful testing by certified individuals shows it to be precisely 81 HP or higher. The HP of the medic is unimportant. This has been tested with heroes, air units, etc. All units 81 HP or higher will be blinded.
*They seem to also blind Shuttles which only have 80 HP. It may be that shields count toward the 81 HP.

Do that, and make sure the units HP is 81 or above. I wanted to blind my units in my map but it didnt work. I then changed the HP to 81 and it works.
