Flash files are .swf, .gifs can be made in imageready/a lot of free programs.
Rotators can have any format, they're (usually) php scripts that capture an image you have in an array randomly, save it as a name, and you always display that name.

You could make the slices in GIMP, and assemble them in a program like this;
