I just had to reboot the computer, my dad actually did it because he is a moron, but that's not the issue... currently... Ok so here we go,
It always does this when I reboot the cpu,
when i get on internet explorer or mozilla or anything you have to scroll, it scrolls uber slow and like skips do any of you know how to get this away? The way i used to fix it was put it on 32bit(highest) and it would stop it... now it isn't doing crap and now when I scroll is soooo slow not browsing I can go to one page to another in seconds but scrolling is being a lil turd.

Put "it" on 32-bit? Put what on 32 bit?
I put properties on desktop to 32bit(highest) on settings, color and that usually fixes it, reformat, I lost everything because dad is still in the 60's. So everytime I scroll it doesn't run smooth down it (has nothing to do with the 'use smooth scrolling' feature in mozilla) I just runs slow when I scroll there is no other way I can put it...
If you're doing a fresh installation of Windows, it should be relatively fast. Check what programs are running and close anything that seems like it's causing a slow down. You'll have to do some experimentation.
What Windows are you running?
Windows XP every scroll bar runs slow I forgot how I did it,
and this problem is one of the most annoyig things ever.
Is it laggy or just now scrolling quickly?
I guess you could say laggy, but browsing from site to site and opening things is fine it's just scrolling. I forgot how I fixed it in the passed, but I thought all I used to do was put the computer on 32bit(high) under settings
Are you scrolling past any massive images or animations? My computer tends to slow down when passing those sorts of things.
I can help. Open up Task Manger, take a screen shot, and let me see it. Ill tell you whats lagging you up.
wow wtf I rebooted the cpu and now it works fine lol. I just tried to restart it and (i think my mother board is messed up) it said, your system32/config/system file has been corrupted or deleted. It does this every now and then, and I have to reboot or reformat, that's why I can never shut down or restart my cpu.
