Monthly, maybe. Or when there's enough shouts to cause a visible speedup upon clearing (20000+ is my estimate). I had last cleared it on July 13, 2006. It also needs to be a great enough number of shouts and length of time that it won't equal the same amount after all of the "omfg he cleared the shouts" are posted.

as long as the display uses a decent query the number in the SQL backend shouldn't matter

Ya I second what SI said. The number of shouts in the DB shouldn't be slowing down stuff...

Trust me. It does. You're probably right, it shouldn't, but it does. If you were on the site when we had over 100,000 and they were cleared, the difference was VERY noticable.
