I go to the shop, by a Random Money item, and it gives me this error. I click back, and the item is in my inventory, but my minerals are not spent yet. When I click on my inventory, I use up those 300 minerals. But the item itself works fine.
And the Bank is currently offline.

The bank has been offline for quite some time, nor are there any plans to revive it.

Because the store is a mod that wasn't coded by anyone from SEN.
